In the future please don't be so stingy with your screenshot. You left out all of the most important details. Not sure why but everyone seems to be doing this. Data storage is cheap in today's world. Please provide the full chart view so we can get the entire context.
So what you have here is a plain-Jane crossover event. The low of the candle is crossing above the moving average. To this we add the requirement that the close is greater than the open. As such, this can be very easily constructed using the Condition Wizard with just a few clicks of the mouse. No need to understand anything at all about writing custom code.

Be sure to check your chart settings. If you are using a 1 hour time frame without extended trading hours included you must ensure the following chart setting is turned OFF: "Start aggregation at market open".
